The problem of Industrial Pollution in Taiwan

(7) Newly established cement factories were encouraged to adopt airtight precipitators in order to prevent air pollution.
(8) The IDB coordinated with the authority in charge of pollution prevention to carry out inspections over the condition of pollution in factories with no warning in advance. Those who failed to meet the requirements were urged to improve within a certain period or would be shut down eventually. Several dozen factories had been shut down so far by 1983.


1.3 The situation at the industrial zones

     In spite of the efforts from the government as mentioned above, the situation at the industrial zones was not so satisfactory as some studies had revealed. In 1981 the Graduate Institute of Environmental Engineering at the National Taiwan University conducted a project to investigate three industrial zones at Kueishan, Tayuan, and Toufen. The findings are summarized below. (Liu Yung-mao, 1981: 123-143)

     The Kueishan industrial zone in Taoyuan County was completely developed in 1969 with an area of 128 hectares. It was designed to be a synthetic industrial zone. In 1981 there were 135 firms with a distribution as follows: 56 firms in textile, 29 in chemical, 18 in metal, 16 in electronics, 13 in machinery, 8 in food processing, 5 in storage and 18 in others. It was found that part of the solid waste produced by these factories were disposed by the cleaning squad of Taoyuan City and thus was dumped together with the ordinary garbage at the rear of Hutou mountain. The waste disposed by the firms themselves might have contained hazardous chemical components; however, it was not clear how it was handled. With the amount of waste piled up at the Hutou mountain, it was estimated that Kueishan industrial zone waste contributed about one third of the toal.

 The Tayuan industrial zone, which was also a synthetic industrial zone in Taoyuan County, was only partially developed in 1981. There were 50 firms; of which 20 engaged in leather, 9 in chemical, 9 in dyeing, 8 in metal electroplating, and 4 in other industries such as paper making and electronics. It was considered to be an industrial zone with high degree of pollution. These factories had adopted a way to reutilize some part of the waste materials; however, these firms used to burn their useless waste under the open air and entrusted the local cleaning squad to dispose their ordinary waste.
