The problem of Industrial Pollution in Taiwan

     As a result, the EPA announced that the new standard that was stricter than before would be executed from January 1, 1998 onward and the seven industries should submit plans to carry out improvements by December 31, 1999. The seven industries included paper and pulp manufacturing, petrochemical, farms raising chickens, ducks, and geese, dyeing and finishing, leather, and chemical industries. It was expected that 4,000 factories would be brought under improvement program. (http://www.epa.gov.tw/news/gn870101a.htm) Moreover, the EPA went on to announce the standard that would be carried out on January 1, 2000 and expected that 2,000 factories of the seven industries should continue to carry out the improvement plans.      In the beginning of 1998, the EPA reported on the situation of wastewater control program at industrial zones. It was pointed out that the wastewater treatment plants of Liutu and Tali industrial distracts had serious problems. At industrial zones of Tucheng, Chuanhsing, Anping, Fengshan, and at Hsinchu Science Park, the amount of wastewater emission was far beyond permitted. At industrial zones of Linkou, Kueishan, Kuanyin, Liutu, Tali, Kuanghua and Changpin, wastewater was emitted without first getting a permission.
Moreover the industrial zones of Fangyuan, Kuanlien, Chuanhsing, Hsinying, Kuanyin, Linkou, Kuanghua, and Hsinchu had difference degrees of defection.

At present, 40 industrial zones had established district wastewater treatment plants and 6,687 of the 8,001 factories within these districts had been connected with the plants, with the rate of pipe connection at 84 percent. The EPA had made it clear that all factories within the industrial zones should apply to have their wastewater conducted into the district wastewater treatment plants; otherwise, they would be penalized according to the law.      Whether or not the high-tech industry polluted less also touched off a debate. In October 1997 the wastewater emitted from Hsinchu Science Park was found to be the source of pollution of a major irrigation ditch in the area. The exposure of this event showed that the Hisinchu Science-based Industrial Park took the treatment of wastewater lightly. The problem was that the capacity of the wastewater treatment plant was built 16 years ago and the capacity was not sufficient in treating the current amount of wastewater; it was secretly emitted and contaminated the irrigation water. The result was that officials concerned were either punished or dismissed and a fine of NT$600,000 was imposed to the factory concerned.
